G7 Nations Release Joint Guidance to Prevent Evasion of Export Controls and Sanctions on Russia, Critical to Supporting Ukraine

Washington, D.C.The G7 nations, including the United States, Canada, France, Germany, Italy, Japan, the United Kingdom, and the European Union, have issued joint guidance aimed at preventing the evasion of export controls and sanctions imposed on Russia—an effort crucial to curbing Russia’s military capabilities in its ongoing war against Ukraine.

This unprecedented coordination underscores the importance of cutting off Russia’s access to components vital to its missile and UAV production, which have fueled its aggressive military campaign in Ukraine. The guidance highlights key areas for the industry to focus on, including identifying high-risk items likely to be diverted to Russia, recognizing red flag indicators of potential sanctions evasion, and implementing best practices for enhanced due diligence.

“Preventing Russia from acquiring critical components for its war efforts is a top priority for the G7,” said Matthew S. Axelrod, Assistant Secretary for Export Enforcement. “Our success depends on strong industry collaboration, and this guidance equips businesses to better detect and respond to evolving evasion tactics, including secondary sanctions risks for those unknowingly facilitating Russian operations.”

This guidance is part of broader efforts initiated since Russia’s invasion of Ukraine, with the G7 and the Global Export Control Coalition enforcing sanctions and export controls designed to disrupt Russia’s military supply chain. Preventing sanctions evasion is not just about protecting export control measures but also about maintaining global security and supporting Ukraine’s defense against Russian aggression.
